SAFETY AND PROTECTION.

At the present 14 of the 16 terminals that are located in the port of Tuxpan in comply with the declaration of compliance according to the PBIP Code (Plan of the Facilities Protection of Ships and Port Facilities Security), as well as the Port Administration of Tuxpan, which was certified on June 21st , 2004, with a safety and protection service of 34 elements that make up the safety staff, who are distributed in the the Port Management and Operations areas.

By the end of 2007 some improvements in security and protection of the Port were made. A CCTV system (Control Circuit Television) was installed, which consisted in fourteen monitoring cameras, of which three were located in the administrative area while the eleven others were located in the operational area on the left bank of the river, being the largest area and where most of the port facilities are located.

This Integral Port Administration of Tuxpan participates in the Maritime Port Facility Security Subcommittee where together with the Port Harbor Master, SEMAR, Civil Defense, Defense and OPIP of the terminals, any increment in the level of protection that threatens the harbor is coordinated. This increase has to be approved by the authority (Secretary of the SCT and / or General Coordinator of Ports and Merchant Navy); The chairman of this subcommittee is the Port Captain and Protection Officer of APITUX is the technical secretary.
These actions are likely related to preventing acts of terrorism, bomb threats, drug dealing, introduction of stowaways and weapons.

The above mentioned sub-committee makes a regular meeting every two months and if necessary an extraordinary meeting is made.

In the same way the Integral Port Administration of Tuxpan S. A. C. V. has a contingency plan. A committee formed by the "Civil Protection of the Port of Tuxpan." Which is made up of a General Coordinator of Ports and Merchant Shipping (Port Captain), a Technical Secretary (Director General of APITUX), an Operational Coordinator (The manager of a Terminal), a representative of the Armed Forces and a Representative Municipal Civil Protection. Where the main purpose is the interaction of brigades in case of contingencies such as:

  • Fire brigades.
  • Search,
  • Rescue and salvage brigade.
  • Prevention and first aid brigade.
  • Information and damage control brigade
  • Custody and surveillance brigade.


The previously described security measures cover only the scope of the API Tuxpan. Each terminal has its own security imposed by the ISPS Code for the protection and safety of the facilities. The General Coordination of Ports and Merchant Navy through FIDENA (Trust for Education & Training for the Staff of the National Merchant Marine), is the organ that conducts the audits in order to implement the Security Plan of Port Facility (PPIP).
